Uchaguzi 2022: SitRoom Report #6

If you aren’t following the presidential vote tallying, then you are one of the few persons that are patiently waiting for news from the National Tallying Centre as the IEBC announces results from the constituencies as they are received.

Messages calling for peace and calm are being shared from different quarters and the IEBC continues to reiterate that  official results can only be announced by the commission.

Having said that, here’s the latest from our situation room. Below, we spotlight a summary of reports from today that reveals a steady increase in reports around opinions and sentiments from citizens as they await official results from IEBC.  

Vote counting and announcement of results

  • Results of the county assembly, national assembly and gubernatorial seats continue to stream in.

  • The IEBC website now enables people to download all the forms at once. Before, you could only download a form at a time.

  • Verification of the presidential results is still ongoing at the Bomas of Kenya. This process began yesterday.

  • The constitution gives theIEBC  7 days to declare the results. The IEBC chairman, Wafula Chebukati, explained that at the National Tallying Centre at Bomas of Kenya is following a 3-step verification process:

    • Verification of transmitted images of Form 34As against original Form 34As delivered by the returning officers.
    • Verification of constituencies' Form 34Bs against their respective original Form 34As to ensure the figures are correct.
    • The collation of Form 34C from the 290 Form 34Bs and checking whether the winner meets the constitutional threshold before announcing the results.

As observed above, the official reports from IEBC have dominated the conversations and reports received. We also note with concern the growing number of reports proclaiming unofficial and unverified results in favor of candidates of their choice.  

Security Issues

  • The Kimilili MP-elect Didmus Barasa has surrendered himself at the Bungoma police station. He is alleged to have shot and killed Brian Olunga, his rival’s aide on August 8, at Chebukwabi in Kimilili, Bungoma county. On Wednesday, 10th, the DPP issued a warrant of arrest against Barasa.
  • The IEBC CEO Hussein Marjan released addressed the media an pronounced the electoral body's cybersecurity preparedness and assured the country of that there has been no downtime recorded on the results portal and that their systems have not been compromised. This was in response to rumors that the results portal had been hacked. 

Our analysis of citizen reports around security issues underlines rumors and dangerous speech as the most common themes. We have also been able to receive reports of a few pockets of violent attacks and vandalism. However, we have also noted heavy police presence in response to these incidents.
